why the need for a jeepney phaseout?

The reliability, safety, accessibility, environmental soundness, and comfort of a PUV are highlighted in the program. New and "environmentally friendly units" will be promoted and given preference in the PUVMP when it comes to the distribution of Certificates of Public Convenience (CPC), which PUVs require to be able to operate on public roads. According to the DO, ecologically friendly automobiles are those that have an electric motor or have engines that are at least Euro IV compliant. Additionally, it harmonizes the dimensions and requirements for PUVs. One of the key reasons for the phaseout is because the DOTr has also established an age restriction for each type of PUV. The legal drinking age in jeeps and buses is 15, in UV Express cars it's 13, in tourist cars it's 10, and in TNVS it's 7. Several of the PUJ units operating on our highways are already incredibly, incredibly old if you are familiar with the appearance of traditional jeepneys, which are the norm. Old PUVs may be restored or rebuilt, but before they can undertake roadworthiness tests as part of the Land Transportation Office's (LTO) Motor Vehicle Inspection System for registration renewal, they must pass a type approval system test and obtain a Certificate of Compliance with Emission Standards. Refurbished or rebuilt PUBs, however, will not be allowed to substitute for phased-out units.
